Here at Nice Girls TV, we don’t always judge fictional characters’ Halloween costumes, but when we do, we don’t tell them until we’re ready to hand out the awards. Herewith, the 2012 NGTV Halloween Costume Awards!

The main reason this isn't the winner of this category is that we don't know who Shelby is supposed to be. But whatever she is, covering herself with stuffed puppies and kittens while wearing a cape and carrying a scepter is awesome.
